Code Enforcement responds to concerns from citizens that affect the quality of life within the Township such as zoning, overgrown lots or yards, inoperative vehicles, maintenance of structures, illegal signs and public nuisances.
Is there a public nuisance present? Or simply a condition deemed unacceptable or unattractive to the standards of a neighbor. This type of complaint is a Private Nuisance and may be brought to the attention of the District Justice, because Township funds or assets cannot be utilized in such conditions.
Tips to Resolve A Private Nuisance
- Discuss this issue with your neighbor in a friendly, rational manner asking for their cooperation.
- Use your best judgment, Never interact with someone when either party is angry or out of control. Typically, people appreciate their neighbors contacting them and will correct the problem.
- Many times a complaint is not a code violation and cannot be resolved by the Township.
A Public Nuisance is an unreasonable interference with a right common to the general public. The conduct or condition must be an inconvenience or troublesome offense that annoys the community as opposed to some particular person. In Chartiers Township it is unlawful to maintain, or allow to be maintained, upon property within the Township, any nuisance, dangerous structure or substance, which shall in any way endanger the health, cleanliness, beauty, comfort, convenience and safety of the Township or its Residents.
The Township Zoning Officer must make a determination that a Public Nuisance, in fact exists. This determination is in accordance with Chartiers Township Nuisance Ordinances. In the event that the offending condition is not corrected, action to mitigate or abate such nuisance shall be submitted to the Township Supervisors for approval.
